Şair Eşref, Türk edebiyatının hiciv ustası olarak bilinen bir Türk şair ve kaymakamdır.

Ölüm: 22 Mayıs 1912, Kırkağaç, Manisa
Eğitim
İlköğrenimini Gelenbe’de tamamladı.
Manisa’da Hatuniye Medresesi’nde Arapça ve Farsça dersleri aldı.
Kariyer
1870’te Manisa Vilayeti Tahrirat Kalemi’nde memur olarak göreve başladı.
Turgutlu, Akhisar ve Alaşehir’de mal müdürlüğü yaptıktan sonra 19 Ocak 1878 tarihinde İstanbul’a gelerek kaymakamlık sınavını kazandı ve Fatsa kaymakamlığına atandı.
